Are you using cookies from a file (%COOKIE=file) or from the
"built-in" database (just %COOKIE)? I use just %COOKIE and don't have
this problem.

Though way too few for significant stats, my numbers for one of my folders:
Cookie 1 : 21
Cookie 2 : 20
Cookie 3 : 15
Cookie 4 : 20
Cookie 5 : 22

It seems that the distribution is pretty uniform...
