Creation times always sort correctly and are converted to your local
time zone to do so. The only ones that don't are those created on a
machine with its' clock set incorrectly.

The Address book has per-group and per entry templates which do
*exactly* that!

%SIGNCOMPLETE and %ENCRYPTCOMPLETE are the ones you are looking for.
They are already there.
