IMO, TB does so when it knows how to deal with the attachment 
of this particular type AND the attachment is inline. For 
example, 

Content-type: text/plain; charset=....
Content-disposition: inline

will be displayed on the tab as well as

Content-type: image/JPEG
Content-disposition: inline

and so on...
