You are right. But you cannot view .msb as plain text - it is "encrypted" outside TB!. 
So,
TB! doesn't perform any action on .msb itself - its password is stored in .msb and TB!
just tries to keep .msb access transactional - "Protected/Unprotected", storing
information about current status somewhere. Once it fails, it always consider .msb
"Unprotected".
