If "Bind attachments only while sending out email" option is on, then TB
will wait to start the actual encoding of the attachment into your email
for when you send the message. This will reduce the amount of time _you_
have to wait if you're sending a large attachment (..urg...) because you
can just attach and send, then walk away from it while TB thinks!
