That's the US version. In the UK it's "Neddy" - a baby speak thing for
"Horsie"  as  in  "Gee  up Neddy" and "Whoa Neddy". It got plagiarised
over  the  pond  and  distorted  into "Whoa Nellie", made memorable by
Earthworm Jim et al.

I  use  it here both as an imperative and to make a sidewise reference
to  the  horse  (of  the  expired variety) :-). Confession time: I'm a
Pun-a-holic. What? You'd guessed? Oh :-(.
