The RFC discusses the reason for this in Appendix 7, "Why include a
Subscribe command?":
Additionally, users who have unsubscribed (before going on
vacation, or for whatever other reason) may want to resubscribe to
a list. Or, a message may be forwarded/bounced from a subscriber
to a non-subscriber. Or, the user may change addresses and want to
subscribe from their new address.
I think these are all excellent reasons for including the header. The
second is a good reason for including it even for subscribers....
