    If they are RFC compliant they would not bounce back a message without a
TO field.  TO is not required if BCC is present.

     A.3.  COMPLETE HEADERS

     A.3.1.  Minimum required

     Date:     26 Aug 76 1429 EDT        Date:     26 Aug 76 1429 EDT
     From:     [EMAIL PROTECTED]   or   From:     [EMAIL PROTECTED]
     Bcc:                                To:       [EMAIL PROTECTED]

        Note that the "Bcc" field may be empty, while the  "To"  field
        is required to have at least one address.

                    1*destination                ;  address required
                     *optional-field             ;  others optional

    In short, a minimum complete message, which is valid, would be like this:

Date: Feb 15 2000 17:00 -0800
From: [EMAIL PROTECTED]
BCC: [EMAIL PROTECTED]

text


    That is a complete set of required headers and a body of text.  If a
server is rejecting that the adming should be severely flogged for not
following RFC822.
