I had the same problem using TB! with Opera at one time, where before it
was working just fine. The problem, it turned out, was IE, in that right
after I upgraded IE, it changed my default Mail Program on me.

I had to go to Start/Control Panel/Internet Options/Programs and change
it back to TB!  I don't know if that will work for you, but for
starters, I would certainly double check those settings, unless of
course you don't have IE installed. In my URL:MailTo associations, I've
simply got TB!'s executable listed, with no extra command line
instructions, so that must be taken care of somehow by signifying TB! as
the default mailer in Internet Options.
