 Created a work around... not the most efficient, but it works.
Perhaps someone can streamline.

 I made a quick template named "resend" that contained:
%CURSOR
%CLEAR
%TEXT
%TO="" %TO="%CLIPBOARD"
%SUBJECT="" %SUBJECT="%OSUBJ"

 Now I go to the message in question, C&P the TO: address, hit reply
to, when the reply message come up I invoke the "resend" quick template
and VOILA, the original message is ready for editing then resending.

 Like I said, not super efficient but it does work.

Can anyone add to it to cut down any work?
