There is no documentation.

This is how the Download Manager (the globe with the question mark)
works:

Whenever a message (I believe this only applies to HTML messages) adds
a picture by URL only, the Download Manager shows up automatically.
This is your case #3. If the images are sent with the messages, the
pictures are shown by default, but if they are not, there is a
security issue.

How to make the pictures show: Click on the globe with the questin
mark. You will get a context menu with the option to "show download
manager" Choose that option, and a window pops up.

In this window (the Download Manager) you can block or allow URLs. I
have allowed all the pictures for my newsletters, and blocked all that
contain "constandcontact" or "icontact" or "adclient" etc in the URL.
Also, URLs with weird long alphanumerical names won't get allowed, as
these are likely trackers.

That's it. I think it's not very difficult to grasp, play with it and
you'll see.
