For that line, did you try something like:-

%To="%OFROMNAME %OFROMADDR"

(not sure if you need the "quotes")


Look at TB!'s help file:-

TO="address(es)"      Changes the TO header to the value 
                      given by the parameter. If left empty 
                      it will remove all addresses already 
                      in the header.


 
OFROMNAME             Note: Replies and Forwards only.
                      Inserts the original message's full name 
                      of the sender

I can't work out what you were trying to do with that line.
