It definitely is. If the lack of Start Menu annoys you, there's Classic Shell <http://classicshell.sourceforge.net/> (free, but it's Start Menu is somewhat quirky) or StartIsBack <http://startisback.com/> ($3 for 2 computers, but it's nearly identical to Windows 7's Start Menu).
