In the c:\Program Files\The Bat!\Mail\OldAccountName\ directory, one
of the files called Account.* should be the filters I think. I should
be possible to just copy it into the directory of NewAccountName.
Don't blame me if you mess up your TB!, I'm just guessing.

You either need to employ some guesswork (and I don't need to stress
the importance of backups), or somebody on this list knows which of
those files contains the filters. Through elimination, my guess is
account.srx, but as I said, don't sue me. ;-)
