Like I said, Windows 8.1 pretends to be Windows 8 unless the program
is marked as being 8.1-compatible in it's manifest. The plan going
forward is that programs won't be able to check if they're running on
a newer Windows version than the highest one they're marked as being
compatible with (and you can't mark your program as being compatible
with a future Windows version, because Microsoft doesn't reveal the
compatibility GUID until the public beta versions are available).
