I can start you off, by giving you the function that I use for Xemacs
in monitoring the spooler path, and this works quite well.
(setq vm-spool-files '("/var/spool/mail/wing"
"netcom23.netcom.com:110:pass:wing:MYPASS"))
Of course substitute your actual password for MYPASS
Maybe you can utilize some of this info for your use with TB!, but the
variable "steq vm-spool-files" is an Xemac variable. I don't believe
there is an equivalent for TB!
