Not sure if this is what you want but this is what I think you could
try...
1: Make a new filter and set it to be able to match *any* email
... perhaps by looking for an '@' or a ' ' (or .* if you use
a regular expression) and then use the 'redirect to'
function which is available from the 'actions' tab in the
sorting office filters dialog box.
As far as I can see, this will do what you want.
