I have always used taskbar at the top, and it has been a nagging
problem that some applications couldn't put their window at the
right place. If memory serves, it's a bug in Windows' API that MS
never bother to fix since taskbar was introduced in Win95. It's now
up to applications to "fix" it onw their own (i.e., they have to
check where the taskbar is and do different positioning caculation
when it's on top).
