Opening up a .mht file in an editor shows it's no great miracle of
invention - it's a multipart MIME-encoded text file, e.g. (from a VCDJ
article I just grabbed for reference):

So any decent MIME-aware Internet app like Opera _should_ be able to open
it, parse it, and dump it into a browser window.
