There is indeed no choice for ISO-8859-9 in the message encoding menu.
But in "Options/XLat tables" there is something that looks like an
editor for adding new encodings (I have never used it myself).
Perhaps you could add your own encoding, otherwise it should be a
small amount of work for RIT Labs to add this encoding for the next
Beta...
