In this setting, the TBUDL filter would be the last to apply, and
all messages already handled by other filters would not be checked
against the TBUDL filter at all. IOW, if another filter is moving
the messages, it would take precedence over the TBUDL filter.
The best way to debug it, is to move the TBUDL filter to the top
(and make sure the 'continue processing' option isn't checked), and
see if it works.

>From what you describe above, there's a (or more) filter (let's call
it filter X) above the TBUDL filter that's moving the messages.
Filter X has the "Manual only" option checked. So when your filters
are applied automatically, filter X isn't functioning, and you get
the desired result. When you re-filter, filter X kicks in and the
messages are moved.
Note that for any filter to work AT ALL, the "Active" option has to
be checked (yes, even for filters you want to apply only manually).
When re-filtering, if you check the "manual filters only" option,
then only the filters with BOTH the "Manual only" AND "Active"
options checked would be applied. If not, then ALL active filters
(including active and manual only ones) would be applied.
Let me make a table for easier understanding:

Anyway, my suggestion is: move the TBUDL filter to the top (and make
sure the 'continue processing' option isn't checked), and see if it
works.
