On  Friday, September 29, 2000  at  20:01:13 GMT +0800 (which was 5:01 AM
where I live) witnesses say Thomas Fernandez typed:

It was first introduced in version 1.42 beta 19.  From Stefan's
announcement message:

ST> [*] UTF-7 and UTF-8 "character sets" should be supported

According to Stefan in version 1.45 beta 1:

ST> [*] System-independent UTF encoding/decoding

A quick search of the website "What's New" Document shows that these
were in the official release notes too.
