The %quotestyle macro must precede the %quotes macro in your template.
If not, it will not work. When ready to place the quotes macro, do it
like this:

%Quotestyle="F"%Quotes

or

%Quotestyle="F"
%Quotes

NOT

%Quotes
%Quotestyle="F"
