Define your QTs and GERTEMP and ENGTEMP respectively. Make your
account default template something like
%language="<language id>"
%qinclude="GERTEMP"
Then, in the AB entries for the English speaking folk, use
%qinclude="ENGTEMP"
You can increase the sophistication by adding Reply and Forward QTs in
the two languages and building those up as described above.
