That's right, this drop down list is a history of your recent
recipients.

In your address book(s), make your most frequent correspondents
"favourites." Then when you're composing a message, you can right
click on the To:, CC: or BCC: fields and see a list of your
favourites.
Also, on the Main toolbar, you may have noticed the little arrow next
to the new message button. Click on that button and you'll see a list
of your favourites. Select one of them and you get a new message
addressed to that person.

Both are useful, especially when you know where the two options exist.
