Agent uses MAPI to access TB, right?  If so, then no, there is no fix.
Agent is responsible for the formatting of the message, and TB is not
allowed to use the templates.  I'm still not sure exactly why this
restriction must be enforced, but that's what Stefan said once.

The only thing you might check is if you can use Quick templates.  If
you can, then define your main template as a quick template and invoke
it manually when replying from Agent.
