The scroll bars are calculated to the end of the text, not to the
cursor position. If the end of the text fits into one screenful, then
you don't see the scroll bars (even though you can't see the text.)
Type a space and the scroll bar will appear. Or hit CTRL-Home

I agree completely.

It's been there for a very long time. Unfortunately there are no
solutions, only a work around or two.
