I have two possibly not relevant explanations:
1.) The Ritlabs people are currently busy doing something (I don't
know details) that must be ready for the CeBIT fair.
2.) Version 2 will enable a kind of selective langauge pack. There
will be a different format, so the work to trasnlate within the
current format will be wasted.
