Maybe this is a very stupid question, but... Why do you need to use
Regular Expression to filter messages with given subject?.
I've created very simple filter (basing on *pure* subject) to sending my
PGP key and my one seems to work very well (although I've sent my
key only to myself just for test ;-) ).

IMO, national characteristic letters aren't problem. I've created
some testing filters with Polish chars in filter and destination
folder names and all of those filters worked well...

Maybe you should check other settings in Sorting Office? Like
activity of the rule?
I know, all of this above certainly won't resolve your problem with
PGP filter. But who knows, maybe? ;-))
