What about using Windows Explorer? (View / Options / File Types)

Then using Edit or New, depending on whether the file already has or
hasn't been associated w/ another program.

There is also a shareware application called Associate that is much
better than the windows method described above. It can be
downloaded from many shareware sources (PCWorld, ZDnet, Tucows
etc,).

This is not to say that any of these are better than modifying the
Windows registry, if that's something one is comfortable with.
