I theory, yes. You can automate most things in TB and PGP has a
command line interface. A filter could conceivably:
1) Identify a target message
2) export it to a text file
3) run a batch file that passed the exported message through the PGP
command line to verify and concatenate the results
4) Ship the verified message back in
... but I know you really mean "by default without making such special
efforts" :-).
