Yes, we *encourage* those interested in using/testing betas of TB! to
subscribe to TBBETA and take part in the discussions there so that
bugs or issues may be ironed out. The more beta testers, the better.

Where did you hear or read that?
AFAIK, people are free to download whatever betas they like, whenever
they like, once it's available to them for download. *However*,
please do not post comments or discussions concerning betas of TB! to
the TBUDL or TBTECH lists. We, the moderators, aren't in any way
concerned with what members choose to download to their machines. We
are only interested in what is discussed on these lists (TBUDL,
TBTECH, TBUDL) and that the list rules are reasonably adhered to.
