It depends. Generally speaking, TB should clean up the temp files
when it exit. Since temp files are used to engage outside programs,
however, TB wouldn't (and shouldn't) kill a temp file if, when it's
about to exit, the temp file is open in an outside program. What
isn't clear is how TB behaves should a outside program be still
active, but the temp file in question is no longer in use.
Theoretically TB should kill the temp file, but in reality it might
not (or couldn't if the outside program didn't release the control
of the temp file).

Anyway, it's always a good idea to clean up your temp-dir from time
to time. After all, TB isn't the only program that leave things
there.
