Annotating messages is covered by the "Memo" function of TB. Editing
is a separate issue.

You see, because you have added "annotating" to the argument, the
original point has been diluted and fuddled.
If you want to annotate a message in-situ, you can. No work-around
needed. Don't confuse the need to annotate with the need to edit
otherwise the whole topic becomes confused (as it is).
If you want to change the content/subject of a message to pick out
salient details you can. While this may have the look and feel of a
work-around, it is adequate for its purpose.
You would annotate a message in context. You would edit a message
outside of a context. You could even cut and paste from several
messages to send yourself a digest of salient points gleaned from a
thread.
Where's the problem? TB may not do received message editing it like
you may be used to or have seen elsewhere, but you certainly can't do
it /by mistake/. That's a "Good Thing" (tm) in my books :-).
