You misunderstand. TB only changes messages you are editing *while*
you are editing them (oh yes, and tabs in incoming messages - it
shouldn't do that). Other than that TB leaves messages alone
completely once they are complete.

No, it isn't a bug in TB. Just mark with the mouse over the cut mark
line. The space can be clearly seen, and there it stays. The PGP
plug-in removes the space. If you type anywhere near the cut mark (or
in a template with a cut mark) with autoformat on, the trailing space
is stripped by TB's standard line reformat routines. By using
mouse-marking it can be clearly seen to be there (or not). Toggle A/F
off with Ctrl-Shift-F to get the space on the end of the cut mark and
you should be alright.
Also, I don't understand why %QUOTES="%TEXT" would ever fail to
include an entire message as quotation. Are you sure you tried that?
Unless it's been severely hamstrung in RC1...
