In Windows 95, GDI has 64k for displaying and managing the screens,
all the screens.
In W98, this was increased to 128k.
This is shared memory by all the program that display anything on the
video out.
The more programs opened the more memory used.
The more fonts used on the screen the more memory used.
The more "custom display" > panel > Display > Appearance the more
memory used
This seems to be have been significantly enlarged [to 1Meg I seem to
remember] under Windows 2000
