There is a new "Paste formatted" command (Shift-Ctrl-Ins) to handle
this since often you want to paste and retain the unformatted (aka
pre-formatted) nature of what you are pasting.

It wouldn't. Alt-L will (or Alt-J for justified reformat).
Ctrl-Shift-F toggles auto-format on and off on-the-fly. If it is on,
the simple typing a space at the end of the last pasted line will
reflow the text.

It is one of the **huge** plusses of TB that the text formatting does
*not* change after you hit the send button (unless some other software
changes it on the way out).

TB is WYSIWYG. Settle on your final format before you hit send and
that's how it should look when it arrives with the recipient. There
are very few email clients that can do that.
