I'll guess a bit ...

Do you have "Options" / "Editor Preferences" / "Auto Save every XX Minutes"
set to a values > 0 ???
I've found no other case TB! saves a messages with an empty To: field.

If so and you cancel writing the message you normally get asked if you want to
keep the auto-saved message.
Here the 'warning' message is

This message was automatically saved
Would you like to keep the saved copy?

If you (accidentally) answer 'Yes' the message is still with an empty
recipient field saved _AND_ 'Parking' flag set (in Outbox this flag means
'Draft').
"Del" won't work until you delete this flag either by clicking on the iconized
'hour-glass' when the message is focused or using the shortcut '<Ctrl>+D'.
This clears the flag and you're able to delete the message.
Alternative you can try to drag the message with the mouse into the "Trash"
folder and confirm the question "Do you want to MOVE parked messages as well?"
with 'Yes'.
