Although it's dangerous to use folder templates here's how it could be done:

Again: Using folder templates _is dangerous_. The better way (like e.g. I do
it and I think many others) is to add an addressbook entry for the list and
use AD-Templates to the correct values.
For example I've an AB-entry for this list and use in the Reply-Template for
this AB-entry the following line:
%TO=''%TO='"%OFromName on %ABToHandle" <%ABToEmail>'

This is a simple filter :-)
Create a new filter for 'Incoming mail'.
Insert all necessary values to match the mail you want, the criteria should be
better known to you than anybody of us :-)
If you do not know exactly what filter criteria you have to use where you
maybe want to send an example so we can try to guess how the filter should be
structured .-)
Tab 'Actions' select 'Send Auto-Reply'. Click the icon right this entry and
create a template used for this reply.
Use the macro
%ATTACHFILE="filepath"
in this template to automatically attach a defined file.
