Yep.  But there are a few useful applications.

1. I like to 'Keep Mail on Server' for a couple of days just in case.
   However, list mail isn't terribly high priority for me, so I use
   the filter action to remove it from the server.

2. Some people don't want to download every huge email that comes to
   them.  With TB, you can set the limit size, and only the header
   will be downloaded.  Unfortunately, if you have the "Delete from
   Server" option selected, the large message will be deleted.  A
   work-around developed by Allie Martin is:
   a) Change Account Properties to keep messages on server for a
      couple of days.
   b) Create two incoming filters at the top of the filter list.  The
      first one should find the large message notifications and *not*
      continue to process with other filters.  The second filter
      should work on all messages.  It should "Delete mail from
      server" and "Continue processing with other filters."
