This is part of the account properties since each account carries its
own set of filters.

This is very likely why, the filters aren't being synchronised, as
well as the default templates for each account.

Hmmm. Your setup then begs for even more stratification of the
synchronisation process. Your situation is a very real one. I'd
suggest writing directly to Ritlabs about this one, asking them to
make the Network Settings a separate choice in the synchronisation
process.
