TB has no DBCS support. I run a Chinese Windows, and I can type and
read Chinese characters without any problems. However, TB assumes that
all paragraphs are one line, because there are no blanks between the
characters. Si it does not do line breaks, which renders TB unusable
for Chinese people.

With Japanese it is more complicated. John de Hoog explains this on
his home page http://dehoog.org/html/j-email.html . He needs to run an
extra software to be able to type and read Japanese. However, his home
page also gives some alternatives to OE. Notably  Becky!, which is
developed by a Japanese person but apparently does not have all the
features of TB. It is said to be many times better than OE, though.
