IMHO both accounts should connect at the same time, when you check
'connect at startup' and enter the same period, but if you're not sure
about that, try this:

Make a batchfile sendall.bat with this content:

c:\thebat\thebat.exe /check*
c:\thebat\thebat.exe /send*

Make an entry in your Windows Scheduler (or whatever it's called in
the English version) to run the sendall.bat every hour at a given
time. Don't bother any more with periodical checking in your account
setup, because you're doing that from now in the scheduler.

BTW To get rid of the finished tasks without any effort, in the
explorer: right mouse click on sendall.bat, choose properties,
program tab, and check close on exit.
