When you run a program from a filter, TB exports a copy of
the message to your Windows temp folder.  When you run a program, you
can access the file by passing it to the program as an argument.

For example, suppose you want to run NotePad, then the command line
would be:
c:\windows\notepad.exe %1

The filter will then open notepad and you'll see the temporary file.
