I think it is partly TB!'s fault and partly the fault of the OS. I suppose you activated cleaning and compressing on exit? That will cause quite some activity when closing. When you move your mouse over that "exit" button, the OS starts waiting to display that tool tip. Now TB! closes and eats up CPU power. So the OS can't react to mouse input for some time. So when TB! has finished its shutdown process, Windows can handle all the things that happened while it was busy. And one of this unhandled tasks is to display that "Close" tool tip.
