Are you after a SOCKS client or a server? A reasonably good, free
server for Windows is VSocks Lite from Paul Smith Computing Services
(http://www.pscs.co.uk/products/vsockslight/index.html) -- I haven't
needed to use this for some time (ever since I got an ISDN router),
but it did a good job when I needed it.

For products that don't speak SOCKS, you'll need a client like
Hummingbird or SOCKSCAP. The page that I've given has a link for
these third-party clients.
