OK, so it is not TB! ... Sorry, but that's good news *g*
Nevertheless ... AS it act's as a gateway to other clients have you
tried sending a mail from one of the client using your computer as
gateway? Does the same limitation apply on connections established by
a client in your LAN?
An other thing you can try out is uploading a e.g. 10K file via FTP to
any server. Is this restricted by this mysterious limitation too?

The last thing I'm able to suggest is using a network sniffer.

At [1] you are able to find the windows port of a great graphical tool
called 'Ethereal'. The download site for windows binaries is [2], the
direct download URL is [3]. You'll need pcap-drivers too, they're
located here: [4], direct download URL is [5]. If you're done with
installing and reboot start Ethereal, start a capturing and tell
The Bat! to send a mail smaller than 1.4K. Save the captured data.
Start a new capturing and tell The Bat! to send a mail bigger than
1.4K. Save this data too. Try to find out what's happening with the
connection by analyzing the saved data and comparing them. A usefull
function in Ethereal is "Tools" / "Follow TCP Stream", this outputs
nearly clear text.

If you can't find anything we'll need to find a way how you can send
this data to me (if you don't mind me having a look at them :-]).

Of course there's still the possibility to re-install W2K from scratch
if you think it's not worth the effort you'll have to do with
Ethereal, but I've no idea what setting in your W2K is causing your
trouble, so chances are there you'll getting the same problem again
after a fresh installation.
