It does change the footer if you haven't changed the body of the
message manually. If you did the macros are gone and away and can't
the changed automatically.
If you haven't changed anything in message body you may have to switch
focus from body to header and back to activate changing / applying the
appropriate macros.

Otherwise, with an already modified body, you can create quick
templates for every account, containing the appropriate footer and add
in every QT the macro

%ISSIGNATURE

This way you can easily change the footer after editing the message
body by typing in the quick template name and hitting <Ctrl>+<Space>
immediately after that string. Because of the '%ISSIGNATURE' macro it
will replace the current signature at the very end of your message
after the default signature delimiter '-- \n', or if this is not
present add a signature delimiter followed by the textual output of
the quick template at the very end of your mail.
