It actually goes back to your default PGP status - I do have this with
signing on.

Your message reminds me that I consider this a real bug.

As a work around do the following: Make signing or encrypting your
default and use the macro %NOUSEPGP in templates for people you don't
want to use PGP with.

It's not perfect but this way you will not forget to sign/encrypt. Oh,
toggling the hour glass alone won't help, you have to open the message
to "edit" again.
