I started writing what was below with a problem.  It seems I no longer have 
a problem ... although there may be an "order of operation problem with The 
Bat that I will try to investigate on a reinstallation!

I'm sorry, I thought I had in essence done so, although I suppose it was 
obscure and by inference.

Never mind, clearly, I haven't expressed all the details well enough ... 
mea culpa.

Here's the details

I'm connected to rogers.ca (cable modem)
   [who have implemented an authenticated SMTP server (an IP address on
    their network is not enough) with plain authentication (thanks for
    setting me straight on that) and as if that's not enough paranoia
    they will soon be blocking port 25 through their gateways unless
    it's to their SMTP server!]

I'm using Win98SE [on an Athlon 600 for what it's worth]

Rogers offers both POP and SMTP service, but based on their prior history 
with @home, I don't trust their POP mail service (I don't trust their SMTP 
mail service much either, but I have little choice!)

Now, if I configure TB for the rogers account, with POP and then SMTP 
authentication to use settings of  mail retrieval, it authenticates and 
mail goes out.

Now, if I configure instead an attcanada account, with the POP settings for 
ATT Canada, and the SMTP specific settings for Rogers.com, it fails 
authentication and declares that I'm trying to relay.

At this point I installed a gateway with logging to look at the 
packets.  Lo and behold, there was NO attempt made by the Bat to 
authenticate, in SPITE of the things being set up to do the authentication.

This is where in the process, I started writing this message!
After getting your reply Melissa, I went back and did the following just 
for the hell of it.

I then reconfigured this account for Rogers POP and use POP login info.  It 
works.

I now re-enable specific SMTP login info for rogers, and it still works

Finally I change the POP information to ATTCanada, and it now actually 
appears to be working!

So, it would appear that something in the order of operations failed to 
permit me to do the SMTP specific login, as was verified by the lack of 
authentication packets.

I have to do a reinstall ... so I'll play with this some more and see if I 
can repeat the fun !
